This is in response to your March 14, 1986, letter requesting modification of the Lynchburg Research Center, " Low Strategic Significant Special Nuclear Material Security Plan," dated January 31, 1986,to allow SNM activities in Building B.

We have reviewed your request and have determined that granting it will not adversely affect the common defense and security nor the public health and safety and is otherwise in the public interest. Accordingly, we are issuing a new unnumbered license condition to Amendment MPP-1 to your License No.

SNM-778, effective immediately, to read as follows:

The " Low Strategic Significant Special Nuclear Material Security Plan" for the B&W, Lynchburg Research Center, dated January 31, 1986, is amended by adding the attachment and figure transmitted by letter dated March 14, 1986, to the-Plan.

We have determined that the enclosure to your letter of March 14, 1986, contains information of a type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial of financial information within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the provisions of 10 CFR 9.12.
