ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 and 50-324 Brunswick 1 and 2 License Nos. DPR-71 and DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on July 1-31, 1986, violations of NRC requirements were identified. The violations involved smoking cigarettes in the Diesel Generator Building and attaching a scaffold to a snubber attachment. In accordance with ~ the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violations are listed below:

A. 10 CFR 50, Appendix B, Criterion V, Instructions, Procedures and Drawings, as implemented by the licensee's accepted Quality Assurance Program (FSAR Chapter 17.2.5), requires that activities affecting quality shall be accomplished in accordance with instructions and procedures. Brunswick Construction Unit Procedure, WP-18, Rev. O, Temporary Construction Loads, states that, " rigging from pipe hanger struts, spring cans, snubbers or snubber parts shall not be allowed."

Contrary to the above, activities affecting quality were not accomplished in accordance with procedures in that, on July 11, 1986, scaffolding was found rigged to the Reactor Core Isolation Cooling System discharge header snubber attachment rod for support E51-41SS89, contrary to WP-18.

This is a Severity Level V violation (Supplement I) applicable to Unit 1.

B. Technical Specification 6.8.1.f, requires that written procedures shall be implemented covering the Fire Protection Program implementation. Fire Protection Procedure FPP-014, Rev. 2, Co.ntrol of Combustibles, Transient Fire Loads and Ignition Sources, attachment 3, lists the Diesel Generator

Building as a designated no smoking area.

Contrary to the above, Procedure FPP-014 was not implemented in that, on "

July 28, 1986, eight smoked cigarette butts were found in ventilation ducts between the diesel generator fan room and emergency switchgear rooms, indicating that smoking had occurred in the Diesel Generator Building.

This is a Severity Level IV violation (Supplement I) applicable to Unit 1 and Unit 2.

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including (for each violation): (1) admission or denial of the violation, (2) the reasons for the violation if admitted, (3) the corrective steps which 8609230164 860916 PDR ADOCK 05000324 G PDR 4

Carolina Power and Light Company 2 Docket Nos. 50-325 and 50-324 Brunswick I and 2 License Nos. DPR-71 and DPR-62 have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
