Mr. Vincent S. Noonan SBN-1024 In all the above cases, the post-accident operating time has additional margin to meet the performance margin requirements of IEEE 323, 1974.

The following is our engineering justification concerning the acceptability of the subject files.

POWER, CONTROL AND 1NSTRUMENT CABLES (Filee 113-03-01, 113-17-01, 113-18-01, and 113-20-01)

The power, control and instrument cables associated with valves SI-V-17, SI-V-32, and CS-V-149, are located inside the reactor contain-ment and are subject to submergence due to LOCA Flooding.

CS-V-149 is

- inboard letdown isolation valve and is required for letdown isolation w' containment isolation.

Our engineering atulysis conservatively hat.stermined valve closure, based on a spectrum of breaks, would occur in let shan ene minute. When this is added to the one hour increment required by Regulatory Guide 1.89, the resulting required life becomes 61 minutes which is much less than the qualified post-sccident operating time of 30 days. Once this valve has closed, it has performed its intended safety function and is not required again in the near term or for long term recovery operations.

Furthermore, long term f ailure of l

the cable does not result in a re-opening of the MOV.

SI-V-17 and SI-V-32 are accumulator tank isolation valves and are normally open during power operation (they also receive an SI signal to ope n).

Our engineering review has encompassed a full spectrum of LOCA breaks and our analysis has conservatively determined that these valves would per-form their safety function within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Furthermore, long term f ailure of the cables does nos result in a change in valve position. We have con-cluded that the 30-day post-accident operability qualification has sufficient margin to ensure the required safety function has been performed.

RADIKIION M0141 TORS (File 172-01-01)

The Radiation Monitors in question are located inside the reactor con-tainment as well as the containment enclosure.

Monitor Outside Containment The safety function of the radiation monitor, located inside the containmeat enclosure, 1s to alert the operator to a radiation release in the enclosure.

The monitor performs its safety function within minutes af ter a radiation re-lease has occurred.

When this is added to the one hour increment required by Reg. Guide 1.89, the resulting required life becomes 62 minutes which is less than the qualified post-accident operating time of 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br />.

The radia-3 Rads, by the time it is subjected tion radiation monitor is qualified for 10 to this radiation level, it would have completed its safety function.

Long term loss of this equipment will not affect monitoring capability since re-lease information is provided by the wide-renge vent stack monitor.

Mr. Vincent S. Noonan SBN-1024 Monitors Inside Containnent The safety function of the radiation monitors, located inside the con-tainment, are to alarm on high radiation levels and to isolate containment purge during a ref ueling operation.

In the event of a fuel handling accident inside the reactor contain-ment, operating procedures will require personnel to leave immediately and to isolate the containment purge system.

These monitors are backup to operator action. This response will occur within minutes af ter a fuel handling accident. When this is added to the one hour increment, required life becomes 62 minutes which is less than the qualified post-accident operating time of 7 hours8.101852e-5 days <br />0.00194 hours <br />1.157407e-5 weeks <br />2.6635e-6 months <br />.

Long term loss of this equipment does not af fect me..itoring capability since radiation levels are measured with the containment wide-range monitors.

We have enclosed a complete finalized list, Attachment 1, of all files which do not meet the one year post-accident operating time.

This list is a summary of 211 previous transmittals regarding this topic.

Note that Reference (c) contained a typographical error.

File 600-01-01 should have been 600-01-04.

This correction has been incorporated in Attachment 1.
