SUBJECT:
Limerick Generating Station NUREG-0612, " Control of Heavy Loads at Nuclear Power Plants"
Dear Mr. Butler:
We have reviewed Generic Letter 85-11, dated June 28, 1985 with respect to the Limerick Generating Station.
The generic letter addresses the requirements of NUREG-0612, " Control of Heavy Loads of Nuclear Power Plants", and concludes that implementation of NUREG-0612, Phase I requirements provide sufficient protection such that the risk associated with potential heavy load drops is acceptably small.
The generic letter also concludes, based on the implementation of Phase I, that actions described in NUREG-0612, Phase II regarding the handling of heavy loads are not required to be implemented.
However, the letter encourages the implementation of any actions identified in Phase II that the licensee considers appropriate.
We will continue to meet the guidelines of Phase I which will adequately provide the intended level of protection against load drop accidents.
As recommended in your letter, Philadelphia Electric Company has reviewed those actions which were identified under Phase II and has reached the same conclusion as that provided in the Limerick Generating Station Safety Evaluation Report Supplement 4 (NUREG-0991), which states "... The objective identified in NUREG-0612 for providing ' maximum' practical defense in depth' is satisfied without the need for further action g
