.f VT-4 VISUAL EXAMINATION OF COMPONENT SUPPORTS DATE 7_7_gg It 1.0 PURPOSE This procedure describes the visual examination criteria used to fulfill the VT-4 requirements for Preservice Inspection of component supports, as specified in the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME B&PV)Section XI, Division 1, Paragraph IWA-2214 and Subsection IWF.
2.0 SCOPE This procedure is applicable to the visual examination (VT-4), by certified personnel of component standard supports for Safety Class 1, 2 and 3 pressure retaining components. The component standards supports installed f
at the South Texas Project include variable spring supports and hydraulic and mechanical snubbers. This procedure does not apply to constant spring supports, shock absorbers, ur vibration dampeners. This procedure may also be utilized by non-certified personnel to perform non code required visual examinations similar to the VT-4 examinations, on safety or non-safety related component standard supports.

The South Texas Project Preservice Inspection Component Support Examination Plan identifies those supports that are required to be examined utilizing V
this VT-4 procedure.
It further establishes the specific application of this procedure and relative schedulir.g of the examinations.
3.0 DEFINITIONS 3.1 Relevant Condition - A condition discovered during the examination which requires further evaluation by Level II or III personnel for acceptability and resolution.

5.0 RESPONSIBILITY 5.1 LEVEL I, VT-4 EXAMINATION PERSONNEL Responsible for the performance of system walkdowns, examination of applicable component supports and documentation of findings on the VT-4 Examination Recording Form (Attachment OEP.9.06Q-04). Level I personnel shall submit the examination results to and work under the direct supervision of Level II or III Visual Examination Personnel.
5.2 LEVEL II, VT-4 EXAMINATION PERSONNEL In addition to performing any Level I function, Level 11 personnel are responsible for training, overseeing and supervising the functions of Level I personnel.
Further, the Level II is responsible for reviewing the Examination Recording Forms, evaluating the relevant conditions recorded and determining and reporting potential defi-ciencies to the appropriate personnel.
5.3 LEVEL III, VT-4 PERSONNEL Responsible for evaluating the adequacy of the training program for qualifying and certifying personnel as Level I or II examination personnel. The Level III may perform Level I and II functions. The HL&P Level III shall be the final arbiter for the application or interpretation of this procedure as well as the evaluation of examination results.
6.0 REQUIREMENTS i
6.1 PERSONNEL QUALIFICATIONS l
Personnel jerforming Code required visual examinations per this procedure shall be certified in accordance with Reference 4.6.
Examiners shall be able to read support aesign, isemetric and l
component drawings and shall be able to use measuring equipment and optical aids. Examiners shall also underutand the operation of l

6.2.1 Measuring Equipment i
Scales, rulers, dividers and atraight edges will be utilized for measuring settings of snubbers and spring devices.
Contact pyrometers may be utilized as necessary for measuring I
co.nponent temperatures.
6.2.2 Equipment Certification l
Certification / calibration of the squipment identified in this j
procedure is r.c'. required, with the exception of the contact pyrometers which shall be certified / calibrated.

Lighting shall be sufficient to resolve a 1/32 inch or finer I
black line on an 18% neutral gray card. Failure to meet this l ((.:
requirement demonstrates the need for supplemental lighting 5
such as flashlights or floodlights.
6.2.4 Optical Aids t
Optical aids may be. sed when performing the exa.Instion d.<ectly (within 24 inches c' the surface) c: remotely (beyond 24 inches).
It is desirable to perform a direct exwination (whenever practical) or to be as close to the component aupport as possible. Examples of direct and remote optical aids are as follows:
Direct Examination - Mirrors, magnifying glasses, etc.
Remote Examination - T.V. camera / monitor, binoculars, borescopes, etc.
6.3 CLEANLINESS The items to be examined shall be free of dirt, contaminants or other debris that could interfere with the visual examination process.

23 OPERATIONS ENGINEERING PROCEDURE EFFECTIVE VT-4 VISUAL EXAMINATION OF COMPONENT SUPPORTS DATE 7_7_gg 6.4 EXAMINATION BOUNDARIES VT-4 examination is limited to the following types of component standard supports: variable spring supports, hydraulic snubbers, and mechanical snubbers. This examination will determine conditions relative to the operation of these supports. Examination for the general mechanical and structural condition of the support attachment hardware and connections thereto will be conducted utilizing the VT-3 Examinacion Procedure No. OEP-9.05Q.
6.5 EXAMINATION PREREQUISITES 6.5.1 Obtain the list of supports which require VT-4 examination.
6.5.2 Obtain the latest revision of the component support drawings and the latest copics of all outstanding change notices which apply to the subject supports.
6.5.3 Verify if scaffolding, ladders or supplementary lighting are necessary and available to perform the examinations.
6.5.4 Obtain the necessary measuring equipment, optical aids and supplementary lighting to perform the examinations.
6.5.5 For snubbers, verify that snubber installations have occurred for the support mark numbers being examined and that any protective coverings will not interfere with the examination.
6.5.6 For variable supports and snubbers, verify that the supported piping system is in the as-designed condition (ie, filled, if fluid system; empty, if non-fluid system). Also, verify that travel stops have been removed and that required adjustments have been made to all variable supports in order to balance the supporting system.
6.5.7 Determine applicable examinations as indicated in PSI examination plan for component supports. These are as follows:

4 6.6 EXAMINATION CRITERIA To satisfy the Code requirements, each variable spring support, hydraulic snubber and mechanical snubber selected for examination, shall be examined to determine freedom of motion and/or setting i.
verification. VT-4 Settings at both cold and hot conditions (where

available) shall be taken to satisfy the above requirements. The

a.
Complete Part A " Support Design Data" of the Examination Recording Form utilizing design drawings and applicable reference documents.
b.
Locate the support and verify applicable items in Part A on the Recording Form.
6.7.2 General Condition / Operability a.
Note the results of the following examinations on the Examination Recording Form - Part B.
- b. Look for obvious external conditions which might interfere with the support function (e.g., missing parts,. _)
evidence of weld spatter, arc strikes, dented / bent housing, shroud or spring can, severe corrosien or excessive wear).
c.
Verify that no obstructions to expected support thermal movement exist (support extension or retraction).
6.7.2.1 Mechanical Snubbers (see Attachment OEP-9.06Q-01)
- a. Check for loose screws on housing or shroud.
- b. Verify that the jam nut (locking collar) and associated locking allen screw (if applicable) are secure in their proper positions (see Attachment OEP-9.06Q-01, Example A and B).
- c. As applicable, verify that the fixed end paddle locking ring or set screws, (as applicable) is secure (see Attachment OEP-9.06Q-01, Example D).

6.7.2.2 Hydraulic Snubbers (see Attachment OEP-9.06Q-02)

- a. Verify that there are no visible scratches, pits, 6
rust, scoring, corrosion, or paint on the exposed f
piston shaft. Verify the shaft is clean.
Slight wetting of the piston with hydraulic fluid is normal, but it should not be dripping. Verify i
the shaft is not bent.
i
- b. Verify the snubber piston seal rings are not damaged or showing signs of deterioration.
- c. Verify the reservoir fluid level is within the operating range. Note: a low fluid level may indicate leakage. The range should be between the high and low level indicator markings.

Verify that there is no visible fluid leakage from the seals, reservoir, or reservoir tubing or evidence of leakage on the floor, wall or j
component beneath the snubber.

6.7.2.3 Variable Supports (See Attachment OEP-9.06Q-03) a.
Verify that all travel / hydro stops have been removed.

Check for any obstructions or damage to spring coil.
6.7.3 Cold Phase Data a.

Verify that the component in area of examination is at ambient temperature conditions, is filled or empty as applicable and that final adjustments have been completed on the support system.
- d.
Measure and record the as-found cold setting / load in the applicable portion of the recording form (see Attachments OEP-9.06Q-01, 02 and 03 for setting / load measurement).
- e.
Compare the as-found cold setting / load to the design cold setting / load and verify that they are within the following acceptable ranges.

If the as-found temperature is within +/- 5% of the operating / analysis temperature, compare the as-found hot setting / load to the design hot setting / load and verify that they are within the following acceptable ranges.

List the applicable design and as-found data in Part E of the Examination Recording Form.

6.8 EVALUATION OF EXAMINATIONS FINDINGS If any relevant conditions are noted on the Examination Recording Form, Level II or III personnel shall review, evaluate and disposition the finding.
If the condition is not acceptable as is, a recommended resolution should be provided and appropriate parties notified to effect condition correction via Potential Deficiency Notification (PDN). Complete Part F of the Examination Recording Form.
If no relevant conditions are noted on the Examination Recording Form, a Level II or III will sign and date Part F to I
indicate that a review has been completed.
6.9 REEXAMINATION 6.9.1 If support designs are modified / revised subsequent to examinations, a review of the content of the support revision shall be conducted.
If the revision affects any attribute of the original examination, that attribute shall be reexamined
(
utilizing a new Examination Recording Form.
