Subject:

Draft SER on Alternative Shutdown System Technical Specifications Enclosure 1 is the draft Safety Evaluation Report (DSER) related to the staff's review of your proposed Technical Specifications for operation of your alterna-tive shutdown system. You should note the staff's assumption regarding per-formance of a successful test of the alternative shutdown system and related procedures in accordance with the auidelines of Regulatory Guide 1.68, " Initial Test Programs for Water-Cooled Nuclear Power Plants," as committed to by you in the Fermi-2 Final Safety Analysis Report (FSAR), or provision of an accept-able alternative to that test.

To assist you in evaluating the efficacy of such a test, we have enclosed pages from a Limerick 1 inspection report (Enclosure 2) and a Catawba inspection report (Enclosure 3) which describe problems encountered by other licensees in con-ducting such tests. These point out potential weaknesses which were detected by system testing.
