This letter refers-to the routine inspection conducted by Mr. M. Cillis of

this office on February 24 - March 6, 1986 and the telephone call-of March 14,

1986, of activities authorized by NRC License DPR-54, and to the discussion of

our findings held by Mr. Cillis with Mr. G. Coward and~other members of your-

, staff at the conclusion of the inspection.

l Areas examined during this inspection are described in the enclosed inspection

report. Within these areas, the inspection. consisted of-selective

examinations of procedures and representative records, interviews with- -

personnel, and observations by the inspector..

No items of noncompliance with NRC requirements were identified within the

scope of this inspection.

This inspection addressed open' items that were brought'to,your attention by

previous NRC correspondence. We note that in several instances your actions-

have not been completed in a titely manner._ *.'.n'some cases, three.to eight

years have elapsed without resolution. We-recognize that you'aust; balance

many priorities in the accomplishment of variaus tasks. . Nonetheless, several

- engineering changes, particularily those discussed in paragraph 3 of the

enclosed report, have the appearance of not seing effectively managed., We

call these to management's attention and. encourage you to review your actions

! relevant to these activities. ,
