1 Summary of Infmaation and Management Actions for tne Reporting Period.

(July 1,1997 -December 31,1997) 1.

There were no iemporary suspensions or other administrative actions taken against individuals based upon on-site presumptive positivos for marijuana or cocaine.

A total of eight (8) individuals (one (1) employee and seven (7) contract workers]

had unescorted Protected Area (PA) access withdrawn for a min! mum of 80 work hours fo' lowing a substance test failure.

Five (5) contract workers were denied unescorted PA access following a pre-badging substance test failure.

One (1) employee and one (1) contract worker failed a random test and ht.d unescorted PA access withdrawn for a minimum of 80 work hours.

Onef sontract worker was permanently denied site and unescorted access following a For Cause substance test failure.

There was one disciplinary suspension from employment during the reporting period.

There were no transfers of licensee employees to non-nuclear positions (away from the San Onofre site) as a result of failed substance tests.

One employee was required to enroll in a treatment program during this period.

Two (2) contract worker were granted (reinstated) unescorted access with a single test failure on record.

The Medical Review Officer (MRO) reviewed a total of eight (8) appeal results (one (1) employee, seven (7) contract workers]. The original test results were confirmed. These individuals were provided with detailed instructions regarding their rights to appeal management actions which resulted in access denial. Two (2) contract workers left site prior to meeting with the MRO, resulting in non-contact positive tests.

There were no identified deficiencies in the Fitness For Duty program.

As depicted in Tetle 2, there were (23) samples confirmed by the I.ab as positive. As shown in Table 3, only eight (8) individuals were asscciated with MRO failed test declaraticns. Dus to Southem Califomia Edison recollection procedure, severalindividuals submitted multiple positive samples resulting in a single declared individual failure. Positive tests for prescription medications were declared responsible use by the MRO.

During this period there was one reportable event to the Commission.

On September 18,1997, Southern California Edison Company made telephone notification to the NRC Operations Center in accordance with 10 CFR 26.73(a)(2), upon learning that a supervisor had tested positive for alcohol following a random selection for a Fitness for Duty test.

The individual's uneecorted access was immediately suspended pending an appeal.

No actual entry into the PA was made. The supervisor will be required to coniplete a substance abuse program prior to resuming his duties within the PA.
