Dear Mr. Denton:
The purpose of this letter is to revise Commonwealth Edison Company's (Ceco) current program for complying with the requirements of NUREG-0737, Item I.A.I.1, Shift Technical Advisor. Reference (a) sumer.arized Ceco's program for selecting, training, and utilizing Station control Room Engineers (SCRE) to meet the requirements outlined in NUREG-0737, Item I.A.I.l.
Reference (b) provided the NRC's approval of this program and closed Item I.A.I.1.
Thus, Ceco's SCRE program has been implemented as described in reference (a).
Since 1983 CECO has become actively involved with the INPO accreditation process. The job positions of licensed contrrl room operator and licensed shift supervisor, among others, have been job / task analyzed at each of CECO's nuclear stations. The training program outlined in reference (a) was developed prior to this effort and did not utilize a systenatic analysis of the tasks required of a SCRE. As a result, very little correla-tion can be demonstrated between the extrting training and the SCRE's tasks.
To remedy this situation, a job / task analysis has been performed on the SCRE job classification. This work has resulted in a revised SCHE program, which is included as Attachment 1.

H. R. Denton April 25, 1986 The major elements of Attachment 1 include a job description in Section I.F, prerequisites in Section II, and program content in Sections III through VI.
Note that the job description is consistent with the general responsibilities outlined in reference (a). The prerequisites were developed in part from reference (c). The shift manning requirements discussed in reference (a) have been incorporated in each station's Technical Specifica-tions. Thus, they are not discussed in Attachment 1.
An outline of the developmental process used to formulate the revised SCRE program is contained in Attachment 2.
This demonstrates that the program described in Attachment 1 contains the elements necessary to ensure that all Ceco SCREs are capable of performing their required duties.
Please review the program contained in Attachment 1 for compliance with NUREG-0737, Item I.A.1.1.
It is CBCo's intent to replace reference (a) with Attachment I subsequent to NRC approval. While Attachment I will supersede reference (a) as CRCo's SCRE program, the topics outlined in reference (a) will be reviewed for possible inclusion in the licensed operator training program. This will ensure both that CECO's SCRE training program will be task-based and that no useful material has been deleted from the overall training program.
In accordance with 10 CPR 170, a check for $150.00 is enclosed. One signed original and ten (10) copies of this letter and the Attachments are provided for your review.
