REQUALIFICATION PROGRAM AUDIT AND SENIOR REACTOR OPERATOR - LIMITED TO FUEL HANDLING LICENSING EXAMINATION REPORT (0L 86-01)

During the week of May 19, 1986 NRC administered four Senior Reactor Operator -

Limited to Fuel Handling examinations and eight Requalification Program Audit examinations (3 Reactor Operator, 4 Senior Reactor Operator, and 1 Senior Reactor Operator - Limited to Fuel Handling) at Fort St. Vrain Nuclear Facility. The results of this site visit have been discussed with members of your staff.

Three of the four license candidates successfully completed their examinations and have been issued the appropriate license. Four of the eight licensed individuals evaluated failed the NRC-administered examinations. They have been placed in an accelerated retraining program subject to the conditions of your Licensed Operator Requalification Program. Based on these results, the Fort St. Vrain Nuclear Facility Licensed Operator Requalification Program is evaluated as unsatisfactory. As a result of this unsatisfactory evaluation, license renewals will be issued only for those operators who pass an NRC administered examination until corrective actions have been identified, agreed upon, implemented, and the program reevaluated as satisfactory by the NRC.

Corrective actions and reevaluation schedule are contained in the attached report, as is a more complete description of the rating process. For further information on program evaluation, please see NUREG-1021, " Operator Licensing Examiner Standards," especially ES-601, " Administration of NRC Requalification Program Evaluation." _,
