EVALUATION OF REQUEST FOR RELIEF PR-10, REVISION 1. FOR COOPER NUCLEAR STATION (TAC NO. MA0677)
Dear Mr. Hom:
By letter dated January 9,- 1998, the Nebrasics Public Power District (NPPD) submitted Relief Request PR 10, associated with the Third 10-Year interval inservice inspection (ISi) Program for the Cooper Nuclear Station (CNS). NPPD submitted Revision 1 to PR-10 by lotter dated January 30,1998. -in your letters, you raquested relief from certain requirements in Section XI of the Ar9erican Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code.
Specifically, you requested a one-time relief from the ASME requirements for performing a Class -
1 inservice system pressure test at the full system pressure of 1005 psig. The test will be required as a result of planned modifications to 8 Main Stesin safety / relief valves during a mid--.
cycle outage currently scheduled to begin on February 27,1998.-
The staff, with technical assistance from its contractor, the Idaho National Engineering and m
l Environmental Laboratory (INEEL), has completed its review of the information provided in support of Request for Relief PR-1'. The results of our review are documented in the enclosed safety evaluation (Enclosure 1). The staff concludes that for Request for Relief PR-10, Code compliance will result in hardship or unusual difficulty without a compensating increase in quality and safety. Therefore, the staff concludes that the altemative contained in Request for Relief PR-10 is authorized pursuant to 10 CFR 50.55a(a)(3)(ii).-
