NRC RADIATION PROTECTION INSPECTION REPORT 50-263/9/017(DRS)
Dear Mr. Wadley:
On November 21,1997, the NRC completed an inspection at your Monticello Nuclear
Generating Plant. The purpose of the inspection was to review the plant's storage and
monitoring of radioactive waste, the plant's respiratory protection program, and genera! plant
radiological controls. The enclosed report presents the results of that inspection.

Areas examined during the inspection are identified in the report. Within these areas, the
inspection consistud of selective examinations of procedures and representative records,
interviews with personnel, and observations of act!vities in progree.
We found tiiat the liquid and solid radioactive wastes at the plant were properly stored and
monitored and that the radioactive waste storage and processing areas were well-maintained.
In addition, plant walkdouns revealed that plant housekeeping was effective in maintaining
araas free of debris and the station's effort to reduce the t*al contaminated area within the
plant was successful. However, we observed severalinstances of unsecured items crossing
contaminated area boundaries. Similar instances were discussed with your management
during the last NRC radiation protection inspection in June,1997, and were noted in the
corresponding inspection report, Report No. 50-263/97009(DRS). These new instances appear
to reflect an ongoing problem at the plant with items crossing these boundaries and indicate
that additional attention is needed 'n the area of contamination control practices.
We are also concemad about a weakness in the administrative oversight of your respiratory
protection program. We noted that oversight of this program was one of the many
responsibilities assigned to a single individual. Consequently, this person was unfamiliar with
various aspects of the program. We believe that because of the inherent risks associated with
most respirator work (e.g., fire brigade, emergency response, and high-contamination vark), it
is important to maintain strong oversight and control of the respiratory protection program even
though respirator work may be performed on an infrequent basis. We did note that the
respiratory protection equipment was in good material condition and all of the appropriate
equipment maintenance and checks were performed as required.
No noncompliances were identified during the course of this inspection.
