$219,796.74; (2) Under Subsection B.5 SCHEDULE OF SUPPLIESISERVICES -OPTION YEAR 2: add item 6 and 7 THE NRC: WHAT IT IS AND WHAT IT DOES COURSE 1 and 2; delete the total for option year of $42,266.04 and change the total option year amount to read

Section C, Subsection C.1 STATEMENT OF WORK is hereby revised by adding paragraph C.3 "THE NRC: WHAT iT IS AND WHAT IT DOES COUK'c" INFORMATION as reflected below and the Contractor's technical proposai dated December 18,1997, which is incorporatad herein by reference.

3.1 BACKGROUND

The NRC routinely ccnducts The Regulatory Process course which provides ernployees with an overview of the regulatory process legal requirements, and application of relevanit statutes to licensir'g, rutemaking, Irispection, and enforcement at the NRC. A current need for presenting and sindating the NRC: What it is rad What it Does Course he : been identified.

C.3.2 OBJECTIVE The Contractor shall fumish qualified instructors, materials and service support in updating NRC-prepared course materials and preser: ting the NRC: What it is and What it Does Course and to act as facilitator of NRC speakers and teach portions of'J.e course.

C1.3 WORK TO BE PERFORMED AND EXPECTED RESULTS A.

The NRC will provide for er n' actor use in the performance of this proposed effort training rooms and audio / visual equipment at its Headquarters' offices, located at 11445 Rockville Pike, Rockville, M".

The co 1 tractor shall update the course materials previously designed by NRC to emphasize current NRC practices in carrying out its mission to regulate the Nation's civilian use of byproduct, source. and special nuclear materials to ensure adequate protection to the public health and safety, to promote the common defense and security, and to protect the environment role NRC plays in the regulating of the nuclear industry.

The objective of the course is to provide participants with a basic understanding of the history of the agency, its mission, the roles arH responsibilities underlying the regulatory and organization utructure, and to discuss the interactions between the NRC and other organizations in performing ite regulatory role, as well as providing knowledge of expected employee anc' agency conduct in the process.

Participant Handbooks for this course.

C.3.4 Course Instr Je ion i

For each course offering, the contractor shall provide a' qualified instructor to conduct a l

two-day seminar for NRC employees. As a minimum, the course instructor shall be knowledgeable in the following areas: the NRC's mission; safety philosophy; organizational makeup; functions; roles and responsibilities; principles of good 3-l regulation and performance expectations; adult leaming principles; and shall also be qualified to conduct each seminar as a participatory seminar with attendance of !p to 25 i

adult leamers, 8.-

Through the instructor's knowledge and use of adult loaming principles, including group-dynamic techniques, the course materials shall be augmented by involving the l

participants in the discussions.

C.3.5 Maintenance cunatructor Knowledge j

The instructor shall be respons% for maintaining currency in the course material's subjed matter and recommending Umely changes as new information on any particular topic becomes available, C.3.6 Course Materials A.

Within 30 days of the effective date of this modification, the contractor shall meet with the NRC Project Officer to review the current course materials. Any changes or revisions suggested by the Project Manager and/or the contractor shall be incorporated by the contractor and retumed to the Project Manager for review no later than thirty i

- days following the meeting between the Project Manager and the contractor. Within ten days cf receipt of the revised materials and Instructor's Guide, the Project Manager will provide any final comments for incorporation by the contractor. Additional comments shall be incorporated no later than two weeks prior to the first course offering.

each of up to 25 participants per course session.

NRC-38-94-283 Modtfication No. 4 Page 5 of 8 C.3.7 Course Session Administration The contractor shall ensure that all course materials are delivered to the designated NRC training site prior to the start of each training session. During the training session, the instructor shall account for attendance by assuring that participants sign the Sign-IN Sheet provided by the Project Manager.

C.3.8 Evaluation Questionnaire A.

Upon completion of the course, the contractor shall distribute the NRC-prepared course evaluation form to all participants, collect the completed forms, review participant comments and retum to the Project Manager, at NRC, within two weeks after completion of the course. The course evaluation form is designed to elicit participant comments on the value of the material taught and any recommended additions to the course material based on information derived from the course evaluations. Participant recommendations may be incorporated ir.to the course materials if the Project Manager and the contractor deem them appropriate.

B.

Within fifteen days after completion of each course session, the contractor shall submit to the Project Manager copies of all student evaluations along with recommendations for possible changes to the course.

C.3.9 Course Time and Places A.

During calendar year 1998, the contractor shall conduct at least two 2-day courses at NRC Headquarters located at 11545 Rockville Pike, Rockville, MD.,20852. The courses will be scheduled by the Project Manager in coordination with the c,ontractor to start at 8:30 a.m. and end at 3:30 p.m. daily. Additional sessions may be schedulod by the Project Managcr in coordination with the contractor.

B.

Should there be a need to cancel a course offering, no.less than 14 days prior to the time the NRC has scheduled a course to begin, the NRC may car,cel w'thout obligation to the NRC if the NRC determines that the need is insufficient to conduct training.

C.3.10 Quality Control A.

The contractor shall assure that the quality of instruction and course materials utilized fully satisfy the requirements of the Statement of Work, in performance of this contract, the instructor shall:

(1)

Control the teaming time so that the presentation of information remains organized, course objectives are met, breaks are provided within the overall course

NRC-38-94-283 Modification No. 4 Page 6 of 8 schedule, and discussions are relevant (e.g., questions that are of mhimalinterest to the class as a whole should be answered later individually).

(2)

Observe the effect of the instruction on the class and reasonably attempt to clarify, provide examples, or modify the course to correct problems and enhance the participants' understanding within the overall course schedule.

(3)

Involve the participants in sufficient practice with the subject matter to reinforce their onderstanding and recall of course information.

(4)

Correct any errors or other problems that may arise during the training session.
