Additional Information - Pre-Decisional Enforcement Conference The referenced letter provided additional informvion requested by NRC staff at a January 20,1998. Pre-Decisional Enforcement Conference. As discussed with Mr. A. T. Howell lil, Division Director, Division of Reactor Safety, Region IV, on February 12,1998, Southern California Edison (SCE) management became aware that patrol route information cards, which were intended to be provided to all security officers, were not provided as believed by Security Management, nor were the patrol routes, delineated in the supplemental instructions, satisfactorily performed. In addition, training on the patrol routes, which had been iinnded for all security officers, was not satisfactorily conducted or documented.
Accordingly, this letter supersedes the referenced letter in its entirety. The prcparation, review and submittal of the referenced letter to the NRC was completely unacceptable and will not be repeated by SCE. We will take prompt and comprehensive corrective action to ensure all our submittals t'o the NRC are of the highest quality. SCE's investigation and corrective actions are detailed in Event Report 980201536-1.
Based on these circumstances, SCE has concluded that, contre, to 10 CFR 73.55(g)(1) which requires a licensee to "... develop and employ compensatory measures including... specific procedures to assure that the effectiveness of the
. security system is not reduced by failure... of the security related equipment...,"

- Protected Area and Vital Area Darrier Patrols," on January 13,1998, specifically including compensatory measures for security computer outages. Security iorce knowledge of the modified procedure was demonstrated during eleven (11) documented SCP Scenario M4-D training drills conducted between February 2 and 23,1998. Security personnel who were unable to participate in one cf these training drills will be required to complete drill training prior to standing post duties.
