Oyster Creek Nuclear Generating Station Docket No. 50-219 Technical Specification Change Request No.126 GPU Nuclear Corporation, operator of the Oyster Creek Nuclear Generating Station, Provisional Operating License No. DPR-16, requests a change to Appendix A of the Oyster Creek Technical Specifications.

The subject Technical Specification Change Request provides GPUN's proposed revision to Section 4.5, concerning Containment Leakage testing, as outlined in 10 CFR 50, Appendix J.

GPUN's submittal of September 25, 1984, Technical Specification Change Request No.130, requested a revision to Section 4.5.F.1 acceptance criteria for the combined leakage rate of all penetrations and isolation valves subject to Type B and C testing. This change was never issued as an Amendment by the NRC and is being superseded by this submittal, as discussed in your letter of August 26, 1985.

This Technical Specification Change Request has been reviewed and approved in accordance with Section 6.5 of the Technical Specifications.

We request that TSCR 126 be issued no later than September 15,1986, in order to support plant restart following the 11R outage. Implementing procedures will be drafted and ready for final approval at that time.

This change request alters the method of determining the integrity of Primary Containment. For more detailed information concerning the Containment at Oyster Creek, refer to Section 6.2 of the FSAR.

A check for $150.00 is attached to cover the fee required for the review of our application for this Technical Specification change.
