This is to inform you of our receipt of the enclosed Federal Emergency Management Agency's (FEMA) evaluation of the State of Iowa's and associated local emergency plans site-specific to the Quad Cities Nuclear Power Station.

Based on the evaluation, FEMA determined that the State and local plans provided reasonable assurance that appropriate protective measures could be taken offsite in the event of a radiological emergency to adequately protect the health and safety of the public. However, this approval is conditional on FEMA's verification of the public alert and notification system in accordance with the criteria of Appendix 3 of NUREG-0654/ FEMA-REP-1, Revision 1, and FEMA-REP-10, Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants.

l In accordarce with the Federal Dnergency Management Agency (FEMA) rule 44 CFR 350, the State of Iowa submitted its State and associated local plans for radiological energencies related to the Quad Cities Nuclear Ibwer Station to the Regional Director of FEMA Region VII for FEMA review and approval. 'Ihe Regional Director conpleted and forwarded his final evalua-tien of the Iowa State and local plans to me on August 31, 1983, in accord-ance with section 350.11 of the rule. However, areas requirity action by

! the Iowa Office of Disaster Services in order to complete processing of the State's submission, were not resolved until January 3, 1986. Included in the August 31, 1983, evaluation is a review of exercises conducted on May 20, 1981, August 24, 1982, May 11, 1983; and, a report on the public meeting held on June 17, 1981, which explained the site-specific aspects of the State and local plans. In addition, there has been a review of exercises corriucted on August 28/29, 1984, and August 27, 1985.

Based on an overall evaluation, I finci and determine that the State and I local plans and preparedness for the Quad Cities Nuclear Ibwer Station are adequate to protect the health and safety of the public in that there is reasonable assurance that the appropriate protective m3asures can be taken offsite in the event of a radiological emergency. However, while there is a public alert and notification (A&N) systen in place and operational, this approval is conditional on FEMA's verification of the A&N system in accord-ance with the criteria of Appendix 3 of NUREG-0654/ FEMA-REP-1, Rev.1; and, FEMA-REP-10, " Guide for the Evaluation of Alert and Notification Systems for Nuclear Power Plants."
