PHOENIX OPERATOR TRAINING INSPECTION REPORT 50-295/97021(OL);
50 304/97021(OL)
Oear Mr. Brons:
- On October 9,1997, the NRC completed an inspection at your Zion Generating Station, Units 1
and 2. The purpose of this inspection was to evaluate your Phoenix training program and
operator performance in the simulator. The enclosed report presents the results of that
inspection.
The Phoenix training program was developed to significantly improve operator performance by
clarifying operator roles and esponsibilities. The training was composed of classroom and
simulator instruction and was provided to all reactor and senior reactor operators. The Phoenix
training program resulted in some improvement in operator performance.
The clarification of operator standards and policies and increased management oversight
contributed toward the effectiveness of the program; however, weaknesses in the program
were noted by the inspectors. The weaknesses included a written examination of marginal
benefit, evaluation scenarios being terminated before all evaluation criteria were completed,
and the limited number of scenarios used to evaluate the operating crews. Overall, the Phoenix
training program did result in some improvement in operator performance, however, this
improvement can only be sustained through continued reinforcement of operational standards
set by station management and staff,
