RESTART ASSESSMENT PLAN

Dear Mr. Bowling:

This letter is to inform you of a recent revision and update to the NRC's Millstone Restart Assessment Plan (RAP) (see Enclosure). This will be the fourth revision to the RAP since it was initially Issued. The plan has been revised to reflect changes to the Significant items Lists (SIL) and licensing actions, and updated to reflect recent inspection activities. The RAP has also been revised to maintain the histw Mel perspective while adding a current status, where applicable, to reflect recent activities L . th the NRC and the Millstone organizations. Since of ast rt Ision to the RAP, a number of changes have been made to the SILs and licensing issues for restart for each unit. Modifications were made to reference sections of Unit 3 SIL items Nos. 11,33,37,42,52,53,57,70,78,79,80,81,64, and 85, and Unit 2 SIL items, Nos. ig and 20. A new SIL ltem, No. 52, has been added for Unit 2. Updates in status have been made to certain SIL ltems for all three units based on ongoing NRC inspection activity. New licensing issues, which are required to be completed prior to restart, have been added for both Units 2 and 3 in Enclosure (5) to the RAP. In addition, licensing issue numbers for Unit 3 have changed so that ti,e staff can better track these issues using Technical Assignment Control numbers. Since our last revision to the RAP, a number of changes have been made to the SILs and licensing issues for restart for each uilt. Modifications were made to reference sections of Unit 3 SIL items Nos. 11,33,37,42,52,51,57,70,78,79,80,81,84, and 85, and Unit 2 SIL items, Nos.19 and 20. A new Sllitem No. 52, has been added for Unit 2. Updates in status have been made to certain SIL ltems for all ibiee units based on ongoing NRC inspection activity. New licensing issues, which are required to be completed prior to restart, have been added for both Units 2 and 3 in Erclosure (5) to the RAP.
