NRC APPROVAL OF CLEVITE SURVEY PLAN
Dear Mr. Lickfield:
The U.S. Nuclear Regulatory Commission has completed its review of the Pinal Survey Plan for the Former Clevite Corporation Site,' dated December 10,1997. NRC is satisfied that the Final Survey Plan submitted by Sevenson Environmental Services, Inc. (SES), is consistent with the guidance presented in NRC's ' Manual for Conducting Radiological Surveys in Support of License Termination,"(NUREGICR-5849). Adequate implementation of this plan will provide a high degree of assurance that NRC's release criteria have been satisfied. NRC will conduct onsite inspections to verify adequate implementation of the plan.
On September 23,1997, NRC identified eight issues and requested that SES address these issues in revisions to the Site Characterization Report (SCR) or Remediation Plan, or in the Final Site Survey Plan (FSP). SES has adequately addressed four of these issues in the FSP.
However, the following issues remain as open items to be addressed in revisions to your Site Characterization Report and/or Remediation Plan.
Provide an explanation for the '0" values listed for the alpha activity in the SCR. Since there are negative beta activity values, the negative alpha values should also be reported.
- Gamma exposure rate measurements typically fluctuate from measurement to measurement. Explain why there is no fluctuation in the exposure rate measurements provided for several rooms in the SE wing.
Explain the rationale for isotopic sample locations. Explain why Th-228 was not included in the analysis for samples collected on July 9,1996.
