Gentlemen:

Subject: Inspection Report No. 50-29/86-06

A routine safety inspection of your annual emergency preparedness exercise was

conducted by Mr. C. Gordon of this office and other members of an NRC team

on June 10-12, 1986, at the Yankee Nuclear Power Station, Rowe, Massachusetts.

Discussions of our findings were held by Mr. Gordon with you and your staff

at the conclusion of the inspection.

The areas examined during this inspection are described in the NRC Region I

Inspection Report (enclosure). Within these areas, the inspection consisted

of followup of open items identified during previous inspections, selective

examination of procedures and representative records, interviews with

personnel, and observation of the emergency exercise by team members.

Within the scope of this inspection, no violations were observed, and your

emergency response actions were adequate to provide protective measures for the

health and safety of the public. However, observations made by the NRC team

revealed deficiencies in two areas which require your prompt attention. We

found that throughout the exercise overall command and control was not provided

from a single individual and that as the emergency escalated, turnover of

authority was not clear. We are also concerned about the methodology used to

provide protective action recommendations to offsite authorities. We found

that protective measures made to Massachusetts and Vermont were primarily based

upon dose projection data while potential degradation of plant and core condi-

tions were not adequately considered.

We request that you provide a written response within 30 days of receipt of

this letter detailing your proposed actions to upgrade performance in these

areas. Your cooperation with us in this matter is appreciated.
