NRC ROUTINE RADIATION PROTECTION INSPECTION REPCRTS

50-295/97026(DRS); 50-304/97026(DRS) AND NOTICE OF VIOLATION -

Dear Mr. Brons:

On October 31,1997, the NRC completed an inspection at your Zion Generating Station, Units

1 and 2. The purpose of this inspection was to review your radiation protection program. The

enclosed report presents the results of that inspection.

The inspection was an examination of activities conducted undes your license as they relate to

radiation safety and to compliance with the Commission's rules and regulations and with the

- conditions of your license. The inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with personnel.- Specifically, the

inspection focussed on your respiratory protection program; an October 17-18,1997, high

radiation area control incident; the posting and control of radiological hazards within your

facility; and a fol!ow-up of previous inspection findings.

Your staff continued to demonstrate progress in reducing the amount of contaminated area in

.the facility and the number of radiological impediments; however, we observed that the material

condition of equipment has challenged the staff's efforts. The radiation protection staff properly -

implemented the respiratory control program. Although planned radiation protection program

improvements were ongoing, we did observe weaknesses in the documentation of historical

radioactive spills and contamination that may have occurred in and around the facility and the

lack of a program to characterize and documeat those occurrences.

We are also concerned about a violation of NRC requirements identified during this inspection.

~ The violation concerned the inadequate control of access to a high radiation area. We

recognize that the violation did not result in any unplanned _ radiation exposure to plant

_ personnel and that the incident was identified by your staff; however, we are concerned about

the repetitiveness of this Msue.-- As this violation is similar to two previous NRC violations, we

c are concerned that the earlier corrective actions implemented for those violations did not

prevent this violation.

This violation is cited in the enclosed Notice of Violation, and the circumstances surrounding the

violation are described in detailin the enciosed report. Please note that you are required to

respond to this letter and should follow the instructions specified in the enclosed Notice when

preparing your response. In addition, please address why previous corrective actions were not

effective in preventing the enclosed violations and include any actions that you plan to

implement to ensure that future corrective actions are more effective. The NRC will use your

response, in part, to determine whether further NRC enforcement action is necessary to ensure

compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, the

enclosures, and your response to this letter will be placed in the NRC Public Document Room.

We will gladly discuss any questions you have conceming inis inspection.
