BACKGROUND l I
i Carolina Power & Light Company (CPL) by application dated March 17, 1986, l requested authorization for the following:
- 1. Procedures, and changes thereto, for control and handling of nuclear fuel shall be approved by the Operations Manager following review by the !
Manager, Technical Support. j
- 2. The currently licensed Reactor Operator or the Senior Reactor Operator l for the Shearon Harris Nuclear Power Plant may be responsible for criticality safety for fuel assembly handling. l I
t At the time of the issuance of SNM-1939, at the facility, there was apparently I no reactor operator who had either received his reactor operator's license or l had fuc1 handling experience. Therefore, the license was conditioned allowing credit for reactor licensing or fuel handling experience at another facility.
DISCUSSION The license presently authorizes the Reactor Operator and the Manager Technical Support to approve procedures or changes thereto, for the control and handling
- of nuclear fuel. Although the Manager of Operations is the final approval l authority for fuel handling procedures, he does so only after their review by the Manager, Technical Support. The latter provides adequate technical review uf the procedures for conformance to radia+' and nuclear criticality safety criteria.
Since the licensee presently has licensed Reactor Operators and Senior Peactor Operators at the facility who have been certified by the NRC to supervise fuel handling and be responsible for related nuclear criticality and radiation safety related to fuel handling, they are qualified for this activity.

ENVIRONMENTAL EFFECTS There is no requested change to the environmental protection requirements of the facility. None are required since the authorized activities remain unchanged. In accordance with 10 CFR 51.22(c)(11), neither an Environmental Assessment nor an Environmental Impact Statement is warranted for this proposed action.
GENERAL The amendment application dated March 17, 1986, was discussed with Mr. Stephen P. Burris, Resident Inspector at the facility on April 9,1986. He foresaw no safety or environmental problem with the requested authorization.
CONCLUSION Issuance of an amendment authorizing the change in the approval authority for fuel handling procedures and the additional personnel who may be responsible for fuel assembly handling is recommended.
