NRC INSPECTION CONDUCTED ON DECEMBER 31,1997

Dear Mr. Sanford:

On December 31,1997, Judy Joustra and Sheri Arredondo, of this office, conducted a safety inspection at the above location, of activities that occurred following a tritium contamination event on October 29,1997, at the Arthur Brisbane Child Treatment Center, in Farmingdale, New Jersey. The inspection consisted of observations by the inspectors, interviews with you, examination of transportation records and contamination surveys.

From this inspection, we understand that, on December 4,1997, you removed 60,55-gallon drums containing tritium contaminated waste from Arthur Brisbane. You delivered one drum, containing a broken tritium exit sign, to your Morrisville facility and the remaining drums were shipped to Chambers Medical Technologies, located in South Carolina. You contacted the Isollte Corporation and obtained instruction for tiansfer of the broken exit sign to isolite. Isolite instructed you to remov she exit sign from the drum and place it in a box for shipping. You removed the sign frc,m the drum and delivered the sign to Isolite on December 12,~1997. The empty drum, that had previously held the broken exit sign, is stilllocated at your facility.

The inspectors obtained wipe samples from various locations at your facility. These locations include the 55 gallon drum, adjacent floor and workbench, and the floor and steering wheel of the van used to transport the sign to Isolite. The wipes wsre analyzed by the NRC Region I anstytical laboratory. The results of our analysis are enclosed for your review. Results indicate that tritium contamination exists inside the drum used to transport the broken sign from the Brisbane facility to your facility in Morrisville, Pennsylvania. Action is needed in order to either decontaminate the drum or to transfer the drum to an authorized recipient. Note that decontamination activities are restricted to individuals working under an NRC or Agreement State license authorizing this activity.
