Dear Mr. Denton:
As you are probably aware, Carolina Power & Light has recently agreed to additions and modifications to the Emergency Evacuation Plan for Chatham County, NC.
Since these changes were made in response to reservations which have been voiced about the plan in other counties surrounding Shearon Harris, I feel that it's absolutely essential that a full participation exercise of the evacuation plan be conducted prior to final licensing of the Shearon Harris plant and before any commercial operation is permitted.
Please fully enforce the provisions of 10 CFR 50, Appendix E, Section IV.F.1 l
I urge you to deny CP&L's request of July 10 for an exemption to the regulations requiring a full scale test.
