REQUEST FOR ADDITIONAL INFORMATION CONCERNING PROPOSED REVISION TO TECHNICAL SPECIFICATIONS DATED OCTOBER 15.1997 MILLSTONE NUCLEAR POWER STATION. UNIT 3 TAC M99797 (1)

The Ov.ober 15,1947, submittalindicates that the proposed Technical Specine, ation (TS)

Limiting Conditicn for Operstion (LCO) does not establish an initial condition for an accident or transient analysis. Instead, the proposed LCO is consistent with the numerical value for the reactor trip setpoint for pressurizer high water level in TS Table 2.2-1. This is not acceptable since 10 CFR 50.3E(c)(2)(ii)(B), Criterion 2, states that the TS LCO must be established for a process variabic that is an initial conditian of a design basis acc! dent or transient analysis. Pleass propose an LCO for pressuri.Ter level that meets the above stated regulation.

(2)

Provide a brief discussion on the automatic and procedural controls for pressurizer water level.
