On January 23, 1986, we met to review the results of the last SALP for the period ending September 30, 1985. At that time, we also discussed the findings of our Task Force Study Group which had been submitted to you on December 13, 1985. Both the NRC and AEP representatives expressed the desirability of improved regulatory performance for the D. C. Cook facility.

On June 19, 1986 we conducted an in-office review of your regulatory performance to determine if any trends are evident since the end of the last SALP period.

While this was not a formal SALP appraisal, we did discuss each of the SALP functional areas which are the responsibility of the Regional Office. The purpose of this letter is to advise you of our conclusions.

Generally, overall performance has improved to the Category 2 level. One possible exception is the area of Quality Assurance and Administrative Controls. While performance has improved in this area, problems with corrective actions and interface problems between the site and corporate office remain, which in our view must be resolved if performance is to further improve and remain in the Category 2 level. Problems in this area were discussed during a meeting on May 23, 1986.

In the area of emergency preparedness, some deficiencies were identified during the exercise conducted during the week of June 9,1986.

Prompt resolution of the deficiencies identified during that exercise is appropriate.

A concern was also identified in the area of Radiation Protection with regard to practical and actual plant experience of Radiation Protection Technicians. This concern was identified during an inspection conducted April and May, 1986 and requires continued management attention.

While performance has generally improved, on the other hand, we would not rate any functional area as Category 1 at this time.

Continued attention to detail is required on your part to achieve excellence in your operations.
