Subject: SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP);
REPORT NO. 50-354/85-99
This letter refers to the SALP of the Hope Creek Generzting Station for the
period of November 1, 1984 through October 31, 1985, initially forwarded to you
by our February 19, 1986 letter (Enclosure 1). This SALP evaluation was dis-
cussed with you and your staff at a meeting held on February 27, 1986 (see en-
closure 2 for attendees). We have reviewed your March 17, 1986 written comments
(enclosure 3) and herewith transmit the final report (enclosure 4).
Based on
review of your comments, no changes to the original February 19, 1986 report
were required.
Our overall assessment is that you and your staff have demonstrated competent
management, exercised good control of activities, maintained positive attitude,
and have been responsive to NRC concerns.
Your cooperation in the SALP program is appreciated.

Subject: Systematic Assessment of Licensee Performance (Inspection No.
50-354/85-99)
On January 16, 1986, as documented in the enclosed report, the NRC Region 1
SALP Board evaluated activities associated with the Hope Creek Generating
Station.
A' meeting has been scheduled at the Hope Creek site on February 27, 1986, at
1:30 p.m., to discuss the SALP.
This meeting is intended to provide a forum
for candid discussion, including your plans to improve performance and any
comments you have on the assessment. We would like you to be prepared to
discuss at the meeting the possible root causes and futura implications of
problems related to electrical and I&C construction activities as discussed
in Section IV B of the enclosed report. Also, following the SALP meeting we
would like to discuss with you and your staff the status and results of the
preoperational test program.
Finally, please respond to the assessment in writing within 20 days af ter the
SALP discussion meeting.
The SALP report (supplemented and modified as
appropriate) and your response will then be placed in the NRC Public Document
,
Room.
