.w MILLSTONE OVERSIGHT TEAM MEETING MINUTES June 19.1996 Attendees:

P. Mc Kee T. Cerne J. Durr W. Lanning P. Swetland L. Scholl V. Rooney J. Andersen D. Mc Donald T. Easlick R. Arrighi A. Burritt The Millstone Oversight Team (MOT) met to discuss the licensee's response to the 10CFR 50.54 f letter for Unit 3 that is due on June 20, 1996.

The M0T concluded that a review of the licensee's response should be conducted by a group composed of a team leader from the Region, a technical support person and contractor from NRR and a technical support person from the region.

The group would be chartered to sample the approximately 800 items identified by the licensee to ensure they are properly categorized for restart intermediate and long term corrective actions.

Additionally, they will review the configuration management program to ascertain if it is sufficiently rigorous l

to meet NRC needs or warrants an independent design verification program (IDVP) by the licensee.

Once the licensee submits the response, the group performs its review, a public meeting will be scheduled for on or about July 11 to discuss the licensee's process, answer NRC questions and develop a basis for any future NRC actions, The MOT also discussed the Unit 3 Readiness for Restart Plan that is currently in the licensee's concurrence process.

Once the plan is issued, the MOT will review it and compare the attributes to the NRC Action Plan for compatibility.

Once the review and comparison is complete, the NRC Action Plan would be placed on the docket for ouolic and licensee review.

Within a week of the issue of the NRC Action Plan, a public meeting would be held with the utility.

The MOT recommended that all enforcement for Unit 3 be issued before restart.

This was presented to the Millstone Enforcement Panel, and it was agreed that all enforcement should be issued before the restart of any unit.

A draft of the NRC Action Plan was presented for review and comment by the MOT.

Comments will be provided to J. Durr by June 21 for incorporation.

A decision will be made regarding the applicability of the Maintenance Rule to the restart of the Millstone units.

NRR will query the appropriate offices to gain a consensus on inspecting the Maintenance Rule at Millstone before restert.
