MARCH 17,1995 ATTENDEES:

J. Durr A meeting of the Millstone Assessment Panel was called to discuss the following items: (See attached agenda)

PLANT STATUS UPDATE A plant status update was presented by the senior residant inspector.

He noted that the outage was progressing very slowly and that the restart date was currently advertised as April 24, 1995 +/- 7 days.

They have jurt completed half of the facility and are now starting on the other side.

He discussed the site visit of Messrs. Taylor, Martin and Russell and the mood they projected relative to the restart activities of the utility REVIEW 0F INSPECTION DATES Considerable discussion was held regarding the perceived restart dates for Unit 2 and the projected dates for the Readiness Assessment Team i

Inspection.

It was agreed that, given the uncertainty, we should plan on the inspection taking place on the advertised date of April 10, 1995, recogni $ g that the date was in jeopardy.

We should complete the team 4

selections, develop the scope and details and then put it on hold until the actual dates are known. The team composition and scope details will be prepared by March 24, 1995.

The current composition of the team consists of the following:

Operations Maintenance Enaineerina Mamt/0A Lyon Blumberg Barkley Shediosky Hansel Andersen Sanders Ray Arrighi Erickson The MAP also agreed to maintain the inspection dates for the procurement and NSCP inspections, anticipating the slippage of the RATI outside the critical window.

DISCUSSION OF ' IMPROVING STATION PERFORMANCE" A discussion of the licensee's chart of " Improving Station Performance" was held to determine the critical attributes the MAP felt the licensee should complete before Unit 2 restart.

t schedular dates those elements that are integral to the restart of Unit I

2, and the accep,tance criteria the licensee will use to measure progress. Further, they owe us the integrated punchlist for Unit 2 restart.

A discussion developed concerning the need for a meeting with the licensee once the foregoing deliverables are provided.

The panel decided that once the deliverables are received from the licensee, we should review the material and decide if a meeting is warranted or not for further clarification of the items.

The panel noted that further guidance would likely come from the senior managers meeting with the Board of Trustees.

UNIT 2 RESTART PLAN The Unit 2 Restart Plan was provided to the MAP members.

The panel noted that none of the " soft' personnel issues from the Improving Station Performance were included in the list of items for completion before restart.

STATU5 0F MC 0350 The status of MC 0350 was discussed by L. Nicholson. The division of responsibility for completion of items remains to be done.

L. Nicholson and J. Jacobson will evaluate the list and determine which items the RATI will address, which items the resident inspection staff will perform and what items additional resources will be needed to complete, i
