COMMONWEALTH EDISON COMPANY RESPONSE TO INPO BRIEFIN.3 MATERIALS
Dear Mr. Kingsley:
On November 21,1997, Commonwealth Edison Company (Comed) provided the NRC Commission with a redacted copy of bricfing materials used by the Institute of Nuclear Power Operations (INPO) management during their March e4,19G6, and September 10,1997, presentations to the Comed Board of Directors. These presentations were par' of the INPO corporate evaluation process and addressed the p3rformance of the Zion Station and corporate support for Comed's six nuclear stations. These briefings conveyed significant INPO concems in several areas of corporate and plant performance, On November 25,1997, the NRC made the briefing materials publicly available through its Public Document Room.
In the Memorandum of Agreement (MOA) between INPO and the NRC, h is recognized that because INPO has its own system for obtaining member corrective actions, the NRC's role in pursuing correction for INPO evaluation findings willinvolve only significant safety problems. We noted that INPO stated that some of their insights, while subjective, are based on past interactions with Comed and numerous personnel who are familiar with the Comed system.
INPO's findings appear to be generally consistent with NRC's concems regarding cyclic and marginal plant performance at certain Comed facilities.
After you have completed your assessment of the INPO findings, we request that you relate those findings to actions that Comed is currently taking and commitments tha' have been made to the NRC to address cyclic safety performance at Comed's six nuclear stations as part of its response to the NRC's January 27,1997,10 CFR 50.54(f) letter. We are particularly interested in understanding how your evaluation of the INPO issues impacts the scope of improvement initiatives that Comed provided to the NRC in the written responses to the 10 CFR 50.54(f)
