REVIEW 0F THE CONTAINMENT BUILDING 15. YEAR TENDON SURVEILLANCE REPORT FOR VIRGIL C. SUMMER NUCLEAR STATION (TAC NO. M96490)

Dear Mr. Taylor:

On August 8, 1996. South Carolina Electric and Gas Company (SCE&G) submitted a Virgil C. Summer Unit 1 containment building 15-year physical tendon surveillance report to us for our review. We have completed our review of this report, and concur with your conclusion that the overall containment tendon system condition is satisfactory. However, we recommend that you follow the guidance in Section 4.4 of NRC Regulatory Guide 1.35. Proposed Revision 3. " Inservice Inspection of Ungrouted Tendons in Prestressed Concrete

, Containments." for future tendon surveillance. Regulatory Guide 1.35 methods help you determine how well you are performing the surveillance. You can also use the guidance to trace the source of any tendon lift-off test errors without much additional effort. We also recommend that in determining the trend of the tendon forces of a group through the use of linear regression i analysis, you use the individual tendon forces in the group, not their average.

Your 20-year surveillance results might indicate that the hoop and dome tendon forces will go below the minimum required values prior to the 32nd year after the structural integrity test. We recommend that you develop a long-term plan to address this potential situation. You have indicated that you will update your tendon surveillance program to comply with 10 CFR 50.55a pejor to the next (sixth) tendon surveillance. This will require that you incorporate ASME Section XI Subsections IWE and IWL into your Inservice Inspection Program.
