VOGTLE ELECTRIC GENERATING PLANT WITilDRAWAL OF PROPOSED CilANGE TO TECilNICAL SPECIFICATIONS As part of the conversion of the Vogtle Electric Generating Plant (VEGP) Unit I and Unit 2 Technical Speci6 cations (TS) to the improved Standard Technical Specifications, Southern Nuclear Operating Company (SNC) proposed an extended Completion Time of 14 days (versus 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />) for Limiting Condition for Operation (LCO) 3.6.6, Containment Spray and Cooling Systems. During the NRC review of the conversion, SNC agreed to separate the proposed extended Completion Time for LCO 3.6.6 from the conversion of the VEGP TS for later review by the NRC. The original basis for the proposed change was essentially risk based, and the NRC has recently indicated a need for a deterministic basis that was not a part of our original submittal. SNC is now in the process of reevaluating the basis and the need for the proposed extended Completion Time for LCO 3.6.6, and in the interim, SNC has elected to withdraw the subject proposed change. Should our reevaluation indicate a need for the proposed change, SNC will resubmit including a deterministic as well as a risk basis for the proposed change.
