OPERATOR TEST SCORES AT FERMI 2 (ALLEGED WRONGD0ING BY NRC PERSONNEL)

T On February 18, 1985 three anonymous allegations irvolving Femi 2 were received by the Headcuarter's Duty Officer. One allegation concerned test scores of reactor operators at the Fermi site and possible NRC involvement in

" shaving points" on exams to pass individuals previously failing such tests .

An independent review by members of my staff into the possible involvement by NRC examiners began on February 26, 1985. The conclusion, based upon this

) review, is that we were unable to substantiate any wrongdoing by NRC personnel concerning operator examinations. However, two weaknesses regarding the administration of operator exams were identified by the review (Attachmer.t 1).

These concerns were transferred to the Division of Reactor Projects (Attachment 2) and addressed in a March 15, 1985 memorandum from R. L. Spessard to A. B. Davis (Attachment 3).

While we believe that all possible concerns stemming from this allegation have been adequately addressed, we are forwarding our review of this matter for your information. If you have any questions or coments please contact T. N. Tambling of my staff (FTS 388-5548).
