DRAFT SAFEGUARDS SER STATEMENT - SOUTH TEXAS PROJECT, UNIT 1 Enclosed is a draft Safeguards SER Statement resulting from the review of the physical security, safeguards contingency, and guard training and qualification plans submitted by the Houston Lighting and Power Company for the South Texas Project, Unit 1.

Based upon the review of the applicant's March 11 and May 2,1986 response to NRC questions, the Security and Guard Training and Qualification Plans continue to be open items. The Security Contingency Plan has been approved.

50-498 SAFEGUARDS SAFETY EVALUATION REPORT SOUTH TEXAS PROJECT ELECTRICAL GENERATING STATION The applicant has subnitted documents entitled " South Texas Project Electrical Generating Station Security Plan," " South Texas Electrical Generating Station Security Personnel Training & Qualification Plan," and " South Texas Project Electrical Generating Station Safeguards Contingency Plan" for protection against radiological sabotage.

The plans were reviewed in accordance with Section 13.6

" Physical Security" of the July 1981 edition of the " Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants" (SRP, NUREG-0800).

As a result of our evaluation, certain portions of these plans have been identified as requiring additional information and upgrading to satisfy the requirements of Section 73.55 and Appendix B of 10 CFR Part 73.

Accordingly, the Security Plan and the Guard Training and Qualification Plans for the South Texas plant remain as an open item.

The Safeguards Contingency Plan has been approved and requires no additional modification.

The applicant's security plans are being protected from unauthorized disclosure in accordance with Section 73.21 of 10 CFR Part 73.
