20555 50-321/50-366 Inspection Report 86-06 Gentlemen:
This letter is in response to Inspection Report Nos. 50-321/86-06 and 50-366/86-06 and the Notice of Violation transmitted to the Georgia Power Company (GPC) by letter dated May 28, 1986 The referenced report relates to an NRC inspection conducted February 24-28 and March 18-19,1986, at the Edwin I. Hatch Nuclear Plant located in Baxley, Georgia.

focused on security system computer failures that occurred during the months j
of January and February 1986 j
The NRC's cited violations include a Proposed Imposition of Civil Penalty in the amount of $50,000. Georgia Power admits that this particular violation occurred.
Accordingly, GPC submits as payment check no. 931532 in the amount of $50,000 As recognized by the NRC, we wish to note that the failures cited in this violation did not result in a complete loss of GPC's I
security systems.

Notwithstanding the NRC's recognition of GPC's prompt and comprehensive l
corrective actions, we re that the civil penalty be reduced in management' quest recognition of s involvement and the attention directed to improving the security computers' reliability and to upgrade our nuclear security program prior to and following the inspection as, discussed in and during the Enforcement Conference held in the Region II office on March 14, 1986 addresses the Severity Level IV violations contained within the notice.
Both enclosures contain safeguards information and should be withheld from public disclosure in accordance with the requirements of 10 CFR 2.790(d) and 10 CFR 73.21.
