Based on discussions with the NRC Staff on January 14,1999, TU Electric has decided not to pursue any further discussions on the above referenced request for the fracture toughness based upon relaxation of temperature limits on the Feedwater Isolation Valve materials.

This communication contains no new licensing basis commitments regarding CPSES Units 1 and 2.
