Application for Amendment of Facility Operating License No. DPR-40 l

Omaha Public Power District (OPPD) is submitting this " Application for Amendment of Facility  !

Operating License" to relocate three cycle-specific parameter limits from the Fort Calhoun Station (FCS) Technical Specifications (TS) to the Core Operating Limits Report (COLR) in accordance l

with the guidance provided in Reference 2.

OPPD proposes to amend the following sections in the FCS Unit No.1 TS as follows:

. the cycle-specific parameter limit for" Shutdown Margin With coiT o>210 F"is to be removed from Section 2.10.2(1)" Shutdown Margin With Ta>210 F," and replaced with a reference to this limit in the COLR. Also, the minimum shutdown margin value is removed from the associated Basis section for Shutdown Margin and replaced with a reference to this limit in the COLR,

. the cycle-specific parameter for negative " Moderator Temperature Coefficient"is to be removed from Section 2.10.2(3), " Moderator Temperature Coefficient," and replaced with a reference to this limit in the COLR, and a the cycle-specific " Minimum Boric Acid Storage Tank (BAST) Level versus BAST Concentration" figure (Figure 2-11) is to be removed from Section 2.2," Chemical and Volume Control System," and replaced with references in TS Section 2.2.7,

" Borated Water Source - Shutdown," and 2.2.8, " Borated Water Source - Operating,"

to this figure in the COLR.

Attachment A contains a markup reflecting the proposed changes to Appendix A, Technical Specifications of the Facility Operating License. Attachment B provides the " Discussion, g Justification and No Significant Hazards Consideration."

Other Combustion Engineering plants that have received approval for the relocation of similar cycle-specific parameters include Calvert Cliffs Units 1 and 2 and Arkansas Nuclear One.-
