PUBLIC MEETING WITH SOUTHERN CAllFMNIA EDISON COMPANY This refers to the management meeting, open to public observation, conducted on November 21,1997, at the San Onofre Facility, in San Clemente, Californ.a to discuss the employee concerns program in place at San Onofre and your assessment of the program effectiveness. The meeting was convened in response to a request from the Nuclear Regulatory Commission because the number of allegations received by the NRC in the preceeding 12 months was greater than three times the median for the industry. Attendees at the meeting are listed in Enclosure 1 to this letter. The preser.tation slides used during the meeting are included as Enclosure 2 to this letter.
The purpose of this meeting was to develop a better staff understanding of how San Onofre categorizes employee concerns, whether there is a reasonable basis for comparing data on err.ployee concems and allegations, and status the actions you have taken following the 1996 survey to assist organizations that were identified as needing improvement. The meeting provided information useful to the generation of the NRC annual report on the status of the allegation program and the trends in the industry. Specifically, the meeting provided information needed to compare the number of employee concems to the number of allegations at San Onofre. It detailed the results of your cultural survey and corrective actions, provided insights on how you dealt with areas identified for improvement in your survey, and delineated your plans for conducting future surveys. We appreciate your openness and candor during the discussions.
