I approve the staff proposal to delegate the sub}ect responsibility te the DEDM. However, I also wish to make clear that this SECY paper was unnecessary, Baset, on the Reorganization Plan of 1980 (see the reference section quoted below), a delegation of responsibility such as that discussed in this paper is the prerogative of the Chairman, and does not require approval from the full Commission. The delegation authorized in 1978, as referenced in the SECY paper, clearly was superseded by Section 2(b) of the Reorganization Plan of 1980:

The Chairman... shall be responsible for the following functions, which he shall delegate, sub}ect to his direction and supervision, to the Executive Director for Operations unless otherwise provided by this Reorganization Plan:

(1) administrative functions of the Commisolon; (2) distribution of business among such personnel and among administrative units and offices of the Commission; (4) appointing and removing without any further action by the Commission, all officers and employees under the Commission other than those whose appointment and removal are specifically provided for by subsections 1(b), (c) and 2(a) of this Reorganization Plan.

I would ask that, in the future, the staff would consult directly with the Chairman on such matters.
