Sin;c the submittal of GPU Nuclear's 10 CFR 50.54(0 response, Reference 1, several NRC Inspections have identified concerns related to design basis issues. Many of these concerns could have been avoided with more effective implementationof our corre<:tive action processes. In response to these concerns, GPU Nuclear has taken an initiative to improve our cormetive acilon process. Specifically,GPU Nuclear intends to implement an improved corrective action system common to both Oyster Creek and Three Mile Island Unit 1 (TMI-1), lmprovementsinclude (l) clear requirements for timeliness of deliciency reporting, response to deficiencies and escalation, (2) use of a graded approach to establish the significance of the deficiency and clear requirements for reportin;;and resolving deficiencier,.and (3) requirements for verification of corrective action completion prior to closcout of significant conditions adverse to quality. The system is scheduled
' for implementation by April 1,1998. GPU Nuclear believes that this will result in a signliicant improvement in maintaining our design basis information and therefore is making this initiative to new and additional commitment to those already made in our 10 CFR 50.54(f) response.
In addition to this new commitment, CPU Nuclear is revising one comtv.itment made in Reference

The ra:ionale for the revised commitment is the improvement of the integration of Oyster Creck's design and licensing bases. This hnproved integration will be achieved by realigning any addi'ional deaign bases teconstitutionwork with the one time detailed I;SAR reviewimd will be maintained by the implementationor!!P 045 (Commitment 1). Although we are changing the number of SDilDs and their completion date, GPU Nuclear h, still providing a total design bases reconstitutioneffort of equivalent scope.
