SUMMARY

A meeting with the New Hampshire Yankee Division (NPY) of PSNP was held on February 27, 1986, in Bethesda, Maryland to discuss improvements to e

the proposed Seabrook Station Technical Specifications.

In their proposed Technical Specifications transmitted by letter of July 26, 1985, the applicant had included significant rearrangement and redrafting of Technical Specification 3/4.2, " Power Distribution limits". As modified during the discussions, some of the proposed changes were included in the Proof and Review version of the Seabrook Technical Specification forwarded to the applicant on March 12, 1986. A list of attendees is enclosed.

The more significant items discussed were as follows:

1.

The applicant withdrew their proposal to change Specification 3/4.2.2 from a heat flux hot channel factor to a planar radial peaking factor.

2.

It was agreed that the limiting reactor coolant system flow rate would be relocated from Specification 3.2.3, "RCS Flow Rate" and

" Nuclear Enthalpy Rise Pot Channel Factor," to Specification 3.25, "DNB Parameters."

3.

It was agreed that the ACTION for Specification 3.2.3 would be H

simplified by replacing prescribed TPERMAl. POWER numerical limits with THERMAI. POWER levels corresponding to out-of-limit nuclear enthalpy rise hot channel factors.

Corresponding simplifications in surveillance of 4.2.3 were implemented.

4.

It was agreed that a major simplification in Specification 3/4.2.4,

" Quadrant Power Tilt Ratio," was acceptable.

It was agreed that Table 3.2.1, "DNB Parameters" could be eliminated.

Surveillance 4.2.5 was modified to refer to the valves now listed under the LC0 instead of in Table 3.2.1.
