December 5, 1997 U. S Nuclear Regulatory Commission Attention: Document Contrul Desk Washington, D.C. 20555 Gentlemen:

Sub,iect: Docket No. 50-206 Special 30-Day Report P.adiological Environmental Opeiating Report San Onofre Nuclear Generating Station, Unit 1 Offsite Dose Calculation Manual (ODCM), Section 5.2.1, Action B.1 for San Onofre Unit 1 Facility Operating (Possession Only) License No. DPR-13 requires a 30-day written report'when the land use census identifies a location which yields a calculated dose greater than the values currently calculated.

The analysis of land use census data performed on November 18, 1997 indicated a dose greater than the dcse currently calculated. Tho newly identtfied location, where outage support workers resided in campers, is Parking Lot 4A in Sector Q at 0.5 miles from the Unit I release point. The calculated annual radiation dose was 1.2 x 10 mrem due to Unit 1 airborne effluents. This was an increase of 22% over the value currently calculated for the receptor at San I

Onofre Mobile Home Park (9.87 x 105 mrem), at 1.2 miles in the same Sector, Q. The increased dose resulted from the combination of the occupancy for Parking Lot 4A-(due to the long duration of the Unit 2 and Unit 3 Cycle 9 jU refueling outages) and the close proximity of the Parking Let to Unit 1. The I calculated dose at Parking tot 4A duo to Units 2/3 airborne releases did not exceed the currently calculated dose at Saa Onofre Mobile Home Park.

Detailed' dose calculations indicated there is no need to add any sampling locationsaccordingto00CMrequirementsforUnit1orUnits2/3.
