SECTION G PROJECT INFORMATON PECO Energy Company Peach Bottdm Power Station proposes to c-nstruct a concrete low flow crossing structure in Rock Run Creek to provide access between the power station facility and a storage facility to be costructed in an existing parking lot to the south of the creek. De pmject area location is shown in Figures 1 and 2 in Section 2 of this permit application. He proposed crossing structure is described in the hydrology and hydraulics report in Section 2 of this permit application package. ' se pipe culverts are designed to pass the base flow of the creek while storm flows will pass over the structure without an increase in 100-year flood elevations as mapped by the Federal Emergency Management Agency (FEMA). He location of tl e crossing impacts a wetlands area within the banks of the waterway Engineering plans and design calculations for the c:nssing are included in Section 2 of this permit application package.

l HYDRC LOGYAND HYDRAUUCSREPORT 1.0 PURPOSE PECO proposes to construct a ' low-level stream crossing' across Rock Run Creek near the edge of the Reservoir, it is planned to utilize this crossing only for carrying heavy loads which could not be supported on the four existing bridges over rock Run Creek or for other restricted official Company pmposes. PECO owns all of the land within a radius of at least one-half mile from the proposed crossing, and along both sides of Rock Run Creek for more than a mile upstream. 2.0 SITE HISTORY AND CONDITIONS 2.1 Location The PECO Peach Bottom Atomic Power Station (PBAPS) is located on the west bank of the Conowingo Reservoir along the Susquehanna River in York County, Pennsylvania. It is p approximately 9 miles above the Conowingo Dam at the confluence with Rock Run Creek V (See Appendix A). 2.2 Flood Insurance Recordt A FEMA Flood Insurance Rate Map (FIRM) shows that the relevant portion of the plant site is within FIRM Zone A: "The Area of 100-year flood; base flood elevations and flood hazard factors not determined". This map, Community-Panel Number 422229 0010 A, dated September 30,1981 also shows a backwater flood zone A extending up Rock Run Creek approximately 500 feet past the existing bridge carrying Atom Road across the Creek. The FSAR prepared when Peach Bottom. Units 2 and 3 were built shows that the 100 year flood elevation in the Reservoir at the plant is approximately 111.0'. According to the York County Planning Comniission, there are no FEMA computations on Rock Run Creek, or on the Susquehanna River at the plant site.

l HYDROLOGYAND1YDRAUUCSREPORT i j -2.3 Condition of the Site i The proposed crossing is located in an area which is normally covered with backwater from the control stmeture. Only _when the water level in the Discharge Canal is lowered is the ' ^ bottom of Rock Run Creek exposed at that point. Both banks of Rock Run Creek are stabilized with stone rip rap and vegetation below and above the proposed crossing within the influence of the crossing. Where standing water is normal the bed of the stream is loose silt. Above the limit of nonnal standing water, the stream bed is stoney gravel. The elevation of the existing Atom Road bridge is above the highest water level expected due to 100 year flooding and influences of the proposed crossing. The right bank of Rock Run Creek (looking downstream) is considerably higher than the left 4 bank. At the top of the right bank is a paved road and parking lot. At the top of the left bank is a PECO Training Building, with paved parking in front and back of the building along the , stream. I l a !o I 4

O HYDROLOGYAND HYDRAU:2CS *tEPORT V 3.0 HYDROLOGY 3.1 One Hundred Year Flood Discharge The 100 year flood discharge from the 3.86 square mile drainage area of Rock Run Creek was determined in two way: i SCS TR-55, Urban Hydrology for Small Watersheds (See Appendix B) SCS TR-20, Project Formulation - Hydrology (See Appendix C) l 3.2 Rainfall {- The 24-hour Rainfall for a 100-year frequency stonn was determined to be 7.1 inches from U. S. Weather Bureau Data. The time of concentration from the furthest point of the watershed near the Town of

Delta, PA was calculated to be 1.27 hours. (See TR-55 Computations in Appendix B) 3.3 Runoff A Runoff Curve Number of 60 was used to reflect the average land use and hydrologic condition of the watershed. The SCS standard Type II Rainfall Distribution used for the Mid-Aunntic States was also used. 3.4 Discharge The 100-year frequency flood discharge for Rock Run Creek was calculated to be 2,917 cfs from TR-55 and 2,789 cfs from TR-20. Therefore 3,000 cubic feet per second was used in the Hydraulic Calculations as the 100-year frequency storm flow in Rock Run Creek. Page 3

HYDROLOGYAND HYDRA Ul2CSREPORT Q' 4.0 HYDRAULIC ANALYSIS 4.1 Computer Model The US Army Corps of Engineers, Hydrologic Engineering Center River Analysis System (HEC-RAS) computer model was used to calculate the hydraulic analysis of Rock Run Creek I for both the existing condition and after the proposed crossing is built (Version 2.0, April 1997) 4.2 Proposed Culvert The proposed crossing would consist of a concrete slab approximately 6 feet thick, fotmded on piles driven through the creek bottom approximately 20 feet to bedrock. The slab would be 55 feet wide and extend an average of approximately 100 feet across the creek from bank to bank. The top elevation of the slab would be at approximately 111.00' and twenty five (25) corrugated metal pipes 27-inches in diameter would be embedded in the slab, sloping I at a %-per cent grade from upstream to downstream. There would be approximately one foot of concrete between each pipe along the crossing. The upstream invert of all pipes would (3 be 106.75, and the concrete face would be beveled to slope up from the bottom of the pipes to the top of the concrete. This would reduce the possibility of any debris floating down the stream from clogging the pipes, and help it to deposit on, or flow over, the crossing. i A concrete, or steel sheetpile cut-off wall would extend down into the streambed on both the upstream and downstream edges, for the full length of the crossing to reduce the potential effects of currents from undermining the crossing slab. A drawing of the proposed crossing is shown in Figure 1. 4.3 Stream Water Surface Modeling Cross sections were taken from aerial topographic mapping performed in late 1996 of the plant begmning approximately 400 feet below the proposed crossing at the confluence with the discharge canal, and extending approximately 800 feet upstream. Field elevations of the stream bed at each section were obtained to fill in the sections below the water elevation on the topography. These cross sections were used in both the existing condition model and the after construction model. The cross sections are numbered from Station 625 to Station 1800 and are shown on Figure 3. The results of the Hydrology calculations discussed above were input into the model, as well as the 110.00' beginning water surface elevation. Rock Run O

HYDROLOGYAND 7YDRAUUCSREPORT O Creek does not discharge directly into the Conowingo Reservoir but into the plant discharge ! canal. There is a control stmeture at the end of the Canal which maintains an elevated pool

level when the Conowingo Reservoir levels are low. This structure has a spillway at-clevation 110' which allows all water above that elevation to freely discharge. Since the time of concentration for the 100 year on the Rock Run Creek is about one hour, whereas the time for a 100-year stonn to reach the plant site on the Susquehanna River would be measured in
days, the River 100-year water surface was not used as the beginning elevation for Rock Run a Creek. Therefore the maximum expected water level in the discharge canal of elevation 110' j was used as a beginning water surface elevation for the purpose of flow calculations on Rock

{- Run Creek. ) 4.4 Existing Condition Model

i. (See Appendix D) 1 The calculation for the existing condition shows that the 100-year water surface remains l within the banks of the stream until it reaches the rear ofd e Training Building (from Station i 1650 to 1500). In this area, a 100-year flood would sene er around the north side of the i building. This overflow would run between that building aue d.e old Unit 1 Building to the

, Discharge Canal. This overflow would be minimal and would be contained for the most part by existing curbing and thresholds. ! 4.5 Proposed Condition Model i (See Appendix E) t j The same cross section data were used with the proposed culvert crossing data added. This

model shows that during a 100-year storm, approximately 30 per cent of the peak storm j runoff would flow through the 25 pipes and the rest would flow over the concrete crossing j (weir flow). At the rear of the Training Building (Station 1500), the water surface elevations

~ are unchanged from the existing condition. Funher downstream, (in the vicinity of Station 1200) the flow over the crossing would raise the 100-year water surface at that point in the creek by about 3 feet above +he existing condition case. However, the flow would still be contained within the banks of the creek. Therefore, no change in the effects of a 100 year storm will occur and construction of the crossing will not constitute a threat to public health, safety, welfare or property. A comparison of the water levels for the existing cask and with the proposed crossing is shown in Figure 2. Page 5
