activities authorized by NRC License No. DPR-54, and to the discussion of our
findings. held'by' Messrs. Yuhas,.Prendergasti and Cillis with.Mr.-G. Coward and 4
other members of your staff at the conclusion:of the inspection.
This inspection was conducted to evaluate your implementation ~of the-Emergency
Plan and Radiation Control Manual during the unusual event declared on1 .I
December 26, 1985. The inspection consisted of-selective examinations of
procedures and representative records, interviews with personnel, and '
i observations by the inspector.-

- Based on the results.of this inspection, it appears'that you failed to
establish, implement, and maintain several emergency plan implementing and
radiological control procedures during the December 26,fl985 transient.
