It has been determined that the Revision 2 IST program changes do not require NRC approval prior to implementation. This determination was made because all of the changes are either:

SUMMARY

OF CHANGES BVPS-1 IST PROGRAM ISSUE 3 REV 2 I.

The following changes made to the Unit 1 IST Program are in accordance with the ASME/ ANSI Operations and Maintenance Standard Parts 6 and 10 (OM-6 and OM-10) and Generic Letter 89-04, including Supplement 1 (NUREG-1482):

A.

Added reference to Proposed Pump Relief Request lH (PPRRlH), asking for relief to use expanded ranges for discharge pressure and flow for the Diesel Generator Fuel Oil Transfer Pumps, to the Pump Outline Sheets for [EE-P-1 A, B, C, D] (pgs. 36 - 39). Also included the relief request in the Pump Relief Requests section. This Proposed Relief Request was submitted to the NRC on 6/11/98 (pgs. 58 - 60). The proposed alternate testing is currently being implemented based on NUREG-1482, Section 3.3.3, " Implementation of Updated Programs,"

and 10 CFR 50.55a(f)(5)(iv). Note that this relief request was subsequently approved by the NRC on 12/21/98 as Pump Relief Request PRR-5.

B.

The Valve Testing Requirements section paragraph on relief valve testing was revised to say "Any safety or relief valve which exceeds its set pressure acceptance criteria (instead of by 13% or greater) shall be repaired or replaced..."

(pg. 86) This is per the guidance in NUREG-1482, Section 4.3.9 " Clarifications in OM-1, OMc-1994 Addenda to the 1990 Edition of the OM Code."

C.

Deleted the reverse direction test of[CH-75,76], the Boric Acid Transfer Pump Discharge Check Valves (pgs. 95,96). Due to the current method of operating these pumps, the manual isolation valves are always aligned to allow only one pump in seivice at a time. The check valves are not required to perform a function in the closed direction. Also revised Valve Cold Shutdown Justification, VCSJ 3 to delete reference to the reverse direction test (pg.166).

D.

Added the following new valves as a result of DCP-2313, " Upgrade of Nitrogen Back-up System to PORVs" (pgs. I12,151). This Design Change Package (DCP) added some valves to the system and upgraded portions of the existing system to Category 1. Valve Refueling Outage Justification, VROJ31 was revised to include [lIA-378] and VROJ 32 was added for [ LNG-518, 519, 520]

(pgs. 236, 237).

Clarified the testing requirements for [lCCR-247, 248, 251, 252], Residual Heat Removal (RHR) heat exchanger and RHR Pump Seal Cooler Supply and Return Isolation valves, to stroke open per IOM-10.4. A, " Placing RHR System in Service," and quarterly during cold shutdowns if RHR is not in service as the operable RCS Loops per Tech Specs per IOST-10.4 (pg.128). Also revised VCSJ16 to match (pgs. 181,182).

F.

Added VCSJ26 for [TV-1SV-100A] and [l AS-278] (pgs.141,195). The only way to stroke the check valve quarterly is to open the trip valve and verify containment pressure increases. If the trip valve could not be reclosed after the test, containment vacuum would be lost and the plant shut down. Therefore, deleted the quarterly part stroke of the check valve and stroke and time of the trip valve.

G.

Due to concerns of cross-connecting the River Water (RW) headers, the testing for the RW pump discharge check valves, [lRW-57, 58, 59] was moved to IOST-30.6 (pg.143). In addition, VCSJ29 was added to say that if one pump is out of service, the test cannot be performed quarterly, until the pump is returned to service or at least during cold shutdowns (pg.198).

H.

Due to concerns of cross-connecting the RW headers, the testing for the RW header isolation MOVs for the IC pump [MOV-1RW-102Cl, C2], VCSJ30 was added, which states that if one pump is out of service, the test cannot be performed (pgs. 144, 199).

I.

Revised the VCSJ9 for [MOV-lRH-700, 701, 720A, 720B] to say that if the RHR pumps are in service as the operable RCS loops for Tech Specs, these valves cannot be tested (pgs. 173,174). Therefore, these valves will be stroked and timed when placing the RHR system in service or when removing it from service during cold shutdowns not more often than once every 92 days. The leakage testing requirement has not changed. It will still be performed prior to Mode 2 after the plant is placed in the cold shutdown condition for refueling to satisfy the requirements of Technical Specification 4.4.6.3.1.

J.

Converted Valve Relief Request, VRR2 for [l SI-48, 49, 50, 51, 52, 53], the SI Accumulator Discharge Check Valves, to VROJ33 based on the NRC SER for i

the 3rd 10-year interval IST Program dated 9/4/97, which stated that relief was not required (pg. 238).

The following changes made to the Unit 1 IST Program are editorial in nature:

Added "2YR - Required every 2 years, but normally done at refueling outages" to the definitions in the Pump Testing Requirements section (pg. 5).

Changed " full flow" to " substantial flow" in the Remarks section of the Pump i

Outline Sheets for [lCH-P-1 A, IB, IC], the Charging Pumps (pgs. 8 - 10).

C.

Changed the required frequency of testing listed on the Pump Outline Sheets for

[lRS-P-1 A, IB, 2A, 2B], the Inside and Outside Recirculation Spray Pumps, to 2YR, per OM-6, Paragraph 5.5, " Pumps Lacking Required Fluid Inventory" (pgs.

23 - 26).

D.

The MOP Curves for [1WR-P-l A, IB, IC), the River Water Pumps, were revised to incorporate the new MOP Curve developed in Engineering Calculation 8700-DMC-3136, Rev.1, 4/2/98 (pgs. 79 - 81).

E.

The MOP Curves for [lQS-l'-1 A nd IB], the Quench Spray Pumps were combined onto one page since they are the same curve; similar to the MOP curves for HHSI and LHSI pumps (pg. 68).

F.

Added a statement to the Valve Testing Requirements scetion which defines the scope of pressure-relief devices in the IST Program (pg. 83). This is in response to an anomaly cited in the BV-2 NRC SER for the 2nd 10-year inteival IST Program, dated 11/18/97.

G.

Changed " baseline" stroke time to " reference" stroke time in the Valve Testing Requirements section, to be consistent with the wording in OM-10 (pg. 84).

H.

Corrected the typographical error that listed thejustification for [MOV-ISI-869A, B] to indicate VROJ20, not VCSJ20 (pg. I10).

I.

Added the PMT reference, IOM-50.4.C, to the Valve Outline Sheet for [lMS-80, 81, 82] (pg.133).

J.

Revised the name of the Log referenced for [lFW-42, 43,44] to "PAB Log" (pg.

136).

K.

Corrected a typographical error for the test referenced for [MOV-lMS-105] to 1OST-1.10 (pg.135).
