DOCKET NOS. 50-445 AND 50 446 TRANSMITTAL OF THE CPSES PHYSICAL SECURITY PLAN REVISION 28 Gentlemen:
In accordance with 10CFR50.4. enclosed are four (4) copies of the CPSES Physical Security Plan (PSP) Revision 28 (copy nun.bers: 13. 14. 15 and 16).
Included with each plan is a " Summary of Changes" which lists the changes incorporated in Revision 28.
An evaluation conducted per 10CFR50.54(p). determined that these changes d' not decrease the effectiveness of the security program. The enclosure to this letter contains SAFEGUARDSJINF_0RMATION as defined in 10CFR73.21:
consequently, the enclosure should not be placed in the Public Document Room.

The Summary of Changes is attached to-the enclosed revision of the Physical Security Plan.
