NRC Construction

Permit No. CPPR-113

Northeast Nuclear Energy Company

ATTN: Mr. J. F. Opeka

Senior Vice President - Nuclear

Engineering and Operations Group

P. O. Box 270

Hartford, Connecticut 06141-0270

Gentlemen:

Subject:

Inspection No. 50-423/85-64

This refers to the Preoperational Security Program Review conducted by

Mr. William Madden of this office on November 4-8, 1985, at Millstone Unit 3,

Waterford, Connecticut, of activities authorized by NRC Construction Permit

No. CPPR-113 and to the discussions of our findings held by Mr. Madden with

Mr. R. Vogel and other members of your staff at the conclusion of the

inspection.

The review was conducted to determine whether the Unit No. 3 Physical Protec-

tion Program, including personnel, equipment, systems and facilities, was being

effectively integrated into the proposed combined security program for the

Millstone site. The review also included a special evaluation of the security

force training program to determine the ability of security force personnel to

carry out their duties and responsibilities by observing licensee administered

examinations of a statistically selected sample of security force personnel, in

the tasks in which they were qualified, to ootain results at a confidence level

of 95%. Additionally, the review included interviews of key members of the

security organization and project engineering staff responsible for the instal-

lation and testing of security systems and equipment. The review indicated

that the Unit 3 security program conformed to NRC requirements in the areas

examined and was being effectively integrated into the Millstone site program.

In accordance with 10 CFR 2.790(a), this letter and the enclosure will be

placed in the Public Document Room.

No reply to this letter is required. Your cooperation with us is appreciated.

Sincerely,

Original Signed by:
