Gentlemen:
This refers to the special safety inspection conducted by Mr. E. R. Swanson
and Mr. Steve M. Hare of this office during the period of January 15 through
March 14, 1986, of activities at the Palisades Nuclear Generating Plant
authorized by NRC Provisional Operating License No. DPR-20 and to the
discussion of our findings with Mr. J. F. Firlit and others of your staff at
the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of proce6res and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements. This violation is being reviewed for potential
enforcement action. You will be notified in subsequent correspondence as to the
resolution of this finding.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosure will be placed in the NRC Public Document Room.
