l l Gentlemen:
l The General Electric Company, Vallecitos Nuclear Center (VNC) requests the renewal of License SNM-960. Revisions to the License Conditions (Appendix A) and Demonstration for Special Nuclear Material License Renewal for the Vallecitos Nuclear Center (Appendix B) were submitted and clarified in references 2 and 4. These revisions reflect the current operations and facilities at the VNC.
4 The Safety Evaluation Report (SER) [Ref. 5], with minor changes, is an accurate representation of the limits, controls, precautions, and potential hazards associated with VNC operations. The changes to the SER include:

Eliminate the e.xception to the maximum preset alarm point of 20 millirems per hour for the criticality monitor (item 2 in license condition S-7).

Add the three violations to the compliance history:
a)
Inspection 70-754/94-02, Dec. 20,1994:

Failure to perform sufficient air sampling for respirator use in the hot cell radiation locks.
ii)
Failure to provide annual training of firemen and bomb search teams.

Inspection 70-754/96-01, June 19,1996:
i)
Failure to maintain HEPA filtering systems at the required 99.95 percent efliciency rating.

y m; UENRd January 21,1999 A consolidation of organizations in the Vallecitos & Morris Operations was recently implemented and is displayed in the enclosed revision to the organization chart on Page 2-14 of Appendix B, Figure 2.1. "Vallecitos Nuclear Center Administrative Organization Chart". This change combined the Radioactive Materials Services (RMS), the Remote llandling Operation (RHO), and the Engineering Projects components into a single components named Engineering and Materials Services.
