EMERGENCY DIESEL GENERATOR LUBE OIL TANK FOOT VALVE During an unannounced site inspection on June 17, 1986, Mr. C. R. Edwards of the Supply System notified Mr. Bill Ang of the NRC of a potentially reportable deficiency, in accordance with the requirements <

of 10CFR50.55(e). Attachment 'A' provides a statement of the identified t condition and a brief description of our planned actions to correct the identified deficiency. Based on the construction status at WNP-1, the Supply System will not be able to issue a final report at this time. An update will be provided at construction restart.

EMERGENCY DIESEL GENERATOR LUBE OIL TANK FOOT VALVE DECSRIPTION OF DEFICIENCY The Supply System's WNP-1 Project utilizes two Emergency Diesel Gener-ators from Transamerica Delaval, Inc. (TDI) as its emergency power supply source. TDI recently issued a 10CFR Part 21 report concerning a poten-tial problem with the lube oil sump tank foot valve. There are four foot valves covered by this report; one on the normal pump suction and one on the redundant pump suction supply for each of the two diesel generator units.

During a maintenance inspection at a nuclear plant, the elastomer lining in a foot valve was found in pieces. The foot valve is manufactured by Clearflow Company of Berkeley, California.

ANALYSIS OF SAFETY IMPLICATION The disintegration of the liner could cause a restriction in the valve, preventing flow of oil to the lube oil pump or the liner pieces could flow upstream, lodging in and damaging the lube oil pump. Either failure mechanism will cause a loss of lube oil to the engine, affecting engine availability.

CAUSE OF DEFICIENCY Initially, the deficiency was attributed to deteriorating materi al .

However, the final investigation by TDI revealed that the valve was being overpeessurized, causing extrusion of the liner material. The overpres-surization condition is caused by operation of the redundant lube oil pump system.

CORRECTIVE ACTION TDI is continuing to investigate and has not yet recommended any correc-tive action measures.

ACTION TO PREVENT RECURRENCE Lorrection of the foot valve deficiency will ensure that the WNP-1 engines are acceptable for operation. No further action is deemed necessary.
